What should I do if I get a “connection refused” error on the server command line?

If the server command line displays a “connection refused” error (an example is below), then in most cases this is due to an incomplete server start/restart.
To solve the problem, it is enough to wait another 5-7 minutes until the server start/restart is completed.

If after 5-7 minutes the error has not disappeared, contact technical support.
